7.7.3 Can you answer these questions?

7.7.3.1 hyperlink + pdftooltip: content to show tooltip with mouse hover, and be a clickable hyperlink simultaenously

I would like to have some hyperlinked content also show a tooltip when the mouse is hovered. Simple use case: when referencing say Section 1, the tooltip could display the section name Introduction To ...

7.7.3.3 Why does my .otf font not like microtype's protrusion?

And, more importantly, what can I do to fix it? No MWE, since it happens every time I use a particular font (and not when I don't or disable microtype's protrusion). These are the warnings I get:
