Which are the reasons not to always use \newcommand{\stuffa}{{STUFF}} instead of \newcommand{\stuffb}{STUFF}? In which cases would the former be a bad idea?

I coudn't find this symbol in the comprehensive latex symbol list that looks like a t with a curl. Tried to use detexify with no luck either. I don't even know it's name. Can anyone help me? Thanks!

I am trying without success to combine these two approaches into something powerful that would allow me to zip-iterate over two lists and do arbitrary cool things:

How can I store a URL in a macro if the URL has a # and/or a % in it?  The MWE below works fine for the first two, but not the third one. 
Notes: 
One solution is to replace the # with \string# and  ...
