6.17.3.1 Can the older MiKTeX 2.1 files be used with the newer MiKTeX 2.9 and its TeXworks user interface

6.17.3.2 Landscape table too wide

I've been struggling with the below table for 6 hours now and its slowly killing me. 
A couple issues: 
1) I can't figure out how to get the lines to be continuous vertically 
2) I can't get it to  ...

On the \titlepage, how can I write the \author and the \date section in the down-left corner?
