Ok, one more regarding this apparently pervasive issue with tlmgr and Texlive and Linux and .... sigh. 
So, I installed texlive on Ubuntu 18.04. So far so good. 
Attempted to compile an article, I  ... 
[texlive] [tlmgr] [update]
