We have this testcase which works fine with pdflatex

\usepackage[

...

1.16.3.2 TeXstudio2015,help file, Auto Completion,The following display mode is obtained by which shortcut keys.i"\274\237

My computer system is win10, I try the shortcut keys as the file, but The results are not the same as the instructiona~\200\202 Shiftl+Alt+Space seem has some effect.

1.16.3.3 Figure being placed after bibliography

The Issue 
I am attempting to have a figure placed at the top of the following page, but LaTeX is insisting on placing it on it's own page, after the bibliography. 
What I've Tried 
Using \clearpage  ...
