11.87.3.3 In \setuplayout why aren't the width pieces totalling as simple arithmetic?

I suspect I'm overlooking the obvious, but would you please explain why the width pieces do not add in this simple example? 
That is, in the A not so short introduction to ConTeXt text, it states that \...
