Once I used \DocumentMetadata, I can add additional properties to the document or even overwrite properties set by \DocumentMetadata, see MWE. 
\DocumentMetadata{lang=en} 
\AddToDocumentProperties[...

Consider this MWE.  As can be seen, the second footnote is one line longer than the first one thanks to \looseness.  [In my real-world document, I need this to do some fine-tuning of the final layout.]...
