11.48.3 Can you answer these questions?

11.48.3.1 cline and accessibility package

I'm updating documents to use the accessibility package and have run into a problem when using \cline when building a table. Here is a minimal example: 
\documentclass[11pt]{article} 
\usepackage[tagged,... 
[tables] [accessibility] [cline] [tagged-pdf]

11.48.3.3 Horizontal line at the bottom of header in exam package

Thank all of you. I tried to add horizontal line in exam package at the bottom in header in first page .The problem is there is  interface between line with text , I tried other way the text became ...
