10.53.3 Can you answer these questions?

10.53.3.1 cline thinner when use with multirow and colortbl

When I use the \cline with the colortbl and multirow the cline will thinner than the other like red arrow cell (\cline{2-5}). 
How to make it thick like the others line.

10.53.3.2 Drawing and filling a box on a timeline in TikZ

I would like to draw a timeline as pictured in TikZ. I am unsure how to draw boxes on timelines and also on how to fill them in with stripes.
