Is it possible to force section headings to stay within the first 30% of the \linewidth? In other words, how can I make the section headings occupy a column whose width is 3/10 the width of the line? ...

Often you have to adjust the table of contents manually. 
With very large documents, it is then very time-consuming to compile the entire document each time just to be able to look at small adjustments ...
