I want to make an APA reference in my text. The reference is a legal text and it must be referenced in this way: "Skollagen (SFS-2010:800). Utbildningsdepartementet."

9.49.3.2 dvisvgm conversion renders differently on browser than on inkscape

I'm converting some TikZ pictures in SVG file with standalone class. To achieve that, I'm compiling with : 
latex \jobname.tex 
dvisvgm --font-format=woff2 \jobname.dvi 
Although with easy tikzpicture, ...

9.49.3.3 tex4ht in TL 2023 broke something in handling breqn compared to TL 2022

This MWE compiled under TL 2022 gives correct output, while using same command and same configuration file, under TL 2023 gives wrong output.
