I want to know how can I add a global macro in the preamble that sets a vertical space after each tikzpicture in the document, instead of explicitly repeating the \vspace command.

How might I make section titles in \tableofcontents look the same as regular section titles I've formatted with the following titlesec commands: 
\titleformat{\section}{\Large\scshape}{\thesection. }{}{... 
[fonts] [spacing] [table-of-contents] [formatting]
