8.58.3.3 Widow/Orphan Control with List Headings

In LaTeX, I've used \widowpenalty=10000\clubpenalty=10000 to remove single line widows/orphans from my assignments. So far it works in almost all cases for me. 
Exception: If I have a single line ...
