I have a question about spacing in a subscript.

I would like to give numbers with three decimals places of precision, unless they are so small that this would round them down to zero.  In that case, I would like three significant figures instead.

I was typing this gantt chart (code below), but I didn't figure out how to increase the space between "WP 1" and "Task 1.1" (please see figure attached). How can I do that? Thanks!
